Who We Are
Shoshanna Scholar - Executive Director / CEO has spent the last 15 years as a national leader in the harm reduction movement and as the director of a high-profile and widely-respected drug user health program. She brings experience in designing and implementing innovative public health interventions for people who use drugs. She has worked on key local and state policy changes that have expanded access to life-saving overdose programs and syringe exchange. She now provides training, program development and technical assistance on overdose and drug user health to health departments and organizations throughout Southern California.
Franklin Okumu, PhD – Chief Science Officer and Board Member is a seasoned pharmaceutical development expert with 20 years of experience. As Vice President in the Proprietary Products Division of Dr.Reddy's Laboratories, he holds a Chemistry BSC from Antioch College and a PhD in Pharmaceutical Chemistry from the University of Kansas. Franklin started his career with Genentech, as a Visiting Scientist and then Scientist in the Pharmaceutical Research and Development Department. After Genentech, he took scientific leadership roles in formulation development and drug delivery with biotech companies Aradigm, Optimer Pharmaceuticals, Durect, Novo Nordisk A/S and Dr.Reddy’s.
Peter Davidson, PhD – Impact and Evaluation Advisor is an Assistant Professor at UCSD Medical School with 22 year of experience designing and evaluating public health impacts of overdose prevention and response programs. He has published 21 peer-reviewed journal papers on overdose. He provides consulting and technical support for law enforcement, national overdose programs, departments of public health, and harm reduction CBOs. His expert testimony helped California lawmakers pass groundbreaking overdose legislation.
